CT Home Care Agencies: Prepare Now for New Training Law

Beginning in 2027, Connecticut’s new homemaker-companion training requirements will fundamentally change how agencies onboard, educate, document, and retain caregivers. Forward-looking agencies should start preparing now — not only to ensure compliance, but to strengthen quality of care and workforce stability.

 

Public Act 26-50 requires agencies to provide at least eight hours of paid annual training, maintain detailed documentation, track exemptions, and ensure that employees complete required topics within strict timelines. Home care agencies will also need to verify training histories every two years and maintain records that can withstand regulatory review.

 

For many providers, the biggest challenge will not be the training itself — it will be implementing compliance across recruiting, scheduling, HR, and regulatory oversight. Agencies that wait until late 2026 to build these systems may find themselves scrambling to meet attestation deadlines and documentation requirements.

Implementation of the new law occurs in stages and the Connecticut Department of Consumer Protection-approved list of trainings is not required to be developed until October 1, 2026.
